Title: Program Director- Rose M. Singer Center/Rikers Island Director of Prison and Jail ProgramsReports to: Director of Prison and Jail ProgramsStatus: Full-TimeWork Schedule: M-F, 9:00 am to 5:00 pm, some evenings and weekends requiredSalary: $90,000 per yearJOB SUMMARYThe Program Director will lead and support Hour Children's services with justice-involved women detained at the Rose M. Singer Center on Riker's Island and their families to strengthen family connections during detention, facilitate long-term stability, and increase family reunification outcomes. These services include comprehensive visit programming, supportive counseling, and case management services, advocacy, parenting education, and family reunification and reentry services.Duties and Responsibilities:

  • Oversee the administration of program operations and all aspects of service provision, including social work practice, reentry services, visit coaching, visiting services, family assistance, family advocacy, and mentoring
  • Ensure compliance with contractual commitments
  • Oversee the hiring, retention, and management of staff, including performance and scheduling
  • Supervise program staff, including social workers, parent advocates, reentryspecialist, visiting services specialist, and visit program drivers and chaperones
    • Ensure compliance with NYC DOC's protocols and regulations
    • Representing Hour Children as the primary point of on-site contact for Facility Administration
    • Oversee the referral process for justice-involved women applying to the Hour Children transitional housing program from the Rose M. Singer Center
    • Communicate regularly with Hour Children's Executive Director and Director of Prison and Jail Programs about all issues, events, activities, and budgetary considerations
    • Prepare regular monthly, quarterly, and annual reports required to manage program outcomes and respond to grant reporting requirements
    • Attend internal staff meetings, training, and supervision, as well as related external meetings and training with resource partners
    • Be on-call for weekend issues that arise
    • Comply with all Jail procedures, processes, and requirements, including all security regulations and PREA (Prison Rape Elimination Act) requirementsSpecifications for Physical Requirements (as applicable):
      • Ability to travel across the five boroughs and to the Rose M. Singer CenterQualifications and Requirements:
        • Master's Degree in Social Work, Criminal Justice, Public Administration, Human Services, or the equivalent
        • Licensed Master or Clinical Social Worker (LMSW, LCSW) or Licensed Mental Health Counselor (LMHC) required
        • At least five years of experience working with individuals and families impacted by incarceration, criminal justice, foster care or family court involvement, substance abuse issues, and/or intimate partner violence
        • Must be able to obtain jail clearance
        • A demonstrated commitment to parents' rights and social justice
        • Experience reading contracts and managing budgets
        • Excellent verbal and written communication skills, with the ability to present information to a wide variety of audiences
        • Demonstrated success in planning and implementing program activities within budgetary and time constraints
        • Demonstrated success in staff development
        • Must be familiar with and remain informed about the criminal justice system, corrections, and the impact of mass incarceration on communities of color and poor communities
        • Must be able to work with people from diverse backgrounds in a culturally inclusive manner
        • Must be able to have solid, productive boundaries and work cooperatively with DOCs and staff
        • Computer and technical skills, specifically Microsoft Office programs
